We are living through a moment that resembles a turning of history’s hinge—a profound shift in how political authority is exercised. The traditional pillars of governance—laws, elections, ideology, movements—are being overshadowed by a new architecture of power: behaviour-modification technologies born in surveillance capitalism.

What began as a corporate strategy to predict consumer behaviour has now become the preferred instrument of political elites around the world. Instrumentarian Politics is this new system of rule—one that does not rely on overt repression but on modelling, predicting, and steering the behaviour of citizens through digital, biometric, and algorithmic infrastructures.

Its most intense versions appear in China’s algorithmic totalitarianism, Russia’s predictive authoritarianism, and the Gulf monarchies’ digital absolutism, but its logic is now deeply embedded even within democracies like India, the United States, Brazil, Indonesia, Kenya, and others.

Instrumentarian power does not force obedience.
It cultivates behaviour. It manufactures predictability. It shapes compliance.


II. The Power Elite–Tech Elite Nexus

At the centre of this political transformation is a tight alliance between power elites (political leaders, bureaucratic hierarchies, intelligence agencies) and tech elites (platform monopolies, AI labs, data brokers, telecom giants, IoT manufacturers).

How this alliance rules

Tech elites supply the instruments—AI models capable of identifying sentiment, IoT sensors mapping daily routines, facial-recognition cameras integrated into city grids, biometric databases, and predictive systems capable of forecasting everything from voter mood to protest likelihood.

Power elites supply political legitimacy—data-sharing agreements, weakened regulations, digital surveillance laws, and privileged access to citizen behaviour traces.

The result is a political order where citizens’ behaviour becomes:
• measurable,
• modifiable,
• and monetizable.

Indian thinkers who foresaw this fusion

Long before these technologies existed, Indian intellectuals predicted this pattern:

B.R. Ambedkar warned that democracy collapses when elites monopolise the mechanisms that shape consciousness. Instrumentarian politics is the digital realisation of this warning.

Ram Manohar Lohia anticipated “new forms of monopolies” that control public moods—not through violence but by controlling the cultural apparatus.

Tagore feared nationalism’s ability to hypnotise populations through emotional suggestion; today’s algorithmic nudging is a technological version of that hypnosis.

Ashis Nandy argued that technocratic modernity converts citizens into manageable units—precisely what behavioural data does today.


III. How Instrumentarian Politics Functions

Instrumentarian power is not a theory—it is an operational machinery, functioning through four interlocking operations: monitoring, predicting, modifying, and normalising behaviour.


1. Monitoring Behaviour

Surveillance today is performed not by secret police but by smartphones, CCTV networks, biometric authentication, digital payments, and—above all—IoT devices.

Daily life itself becomes a surveillance script:
• Smart speakers listen for commands but pick up conversations.
• Fitness bands reveal stress patterns that correlate with political anxiety.
• Smart meters expose household rhythms and economic vulnerabilities.
• IoT CCTVs with face-recognition track movement with minute precision.

In India, Aadhaar authentication logs, FASTag mobility, telecom KYC, and vast city-wide CCTV grids create behavioural visibility.
In the U.S., private data brokers assemble thousands of consumer-behaviour points per citizen.
In Kenya, M-Pesa data reveals socio-political tensions through spending patterns.
In Brazil, WhatsApp metadata exposes political influence networks.

Surveillance today is not what the state sees—it is what your devices continuously report.


2. Predicting Behaviour

The behavioural traces collected are fed into machine-learning systems that convert them into predictions about:
• political preference,
• susceptibility to misinformation,
• emotional vulnerability,
• community mobilisation,
• or protest likelihood.

Cambridge Analytica demonstrated this power in the U.S., Kenya, and India.
Mexico’s elections use sentiment analytics as a core political tool.
Indonesia uses predictive policing to identify “future protest hotspots” based on digital chatter and mobility data.

IoT enhances this prediction:
An unusual drop in electricity use, sudden increases in digital payments, or stress spikes detected in wearables can signal socio-political fear before it becomes visible.

Prediction gives the state an unprecedented ability:
to anticipate dissent before dissent emerges.


3. Modifying Behaviour

Instrumentarian power modifies behaviour not through force but through algorithmic curation and emotional manipulation.

• Polarising videos are algorithmically boosted.
• Misinformation is targeted at caste, language, or religious groups.
• Deepfakes amplify fear.
• Troll armies simulate fake public sentiment.
• WhatsApp forwards use social trust to manipulate.

In India, caste-targeted WhatsApp messages and YouTube narratives pre-shape emotional environments before elections.
In the Philippines, Duterte engineered mass fear through troll networks.
In Brazil, Bolsonaro weaponised WhatsApp to spread conspiracies.
In Nigeria and Ethiopia, online rumours triggered real-world ethnic violence.

The citizen imagines they have “an opinion.”
In truth, their opinion has been algorithmically cultivated.


4. Normalizing Control

The greatest triumph of instrumentarian power is the normalisation of surveillance and manipulation as everyday life.

• Pandemic apps in Southeast Asia remain permanent.
• Aadhaar–facial recognition becomes routine in India’s welfare governance.
• Smart-city IoT grids expand across the Gulf monarchies.
• Google, Amazon, Meta shape civic communication in the U.S.

Normalization is when citizens no longer see surveillance—
because surveillance feels like convenience.


IV. The Fusion of Instrumentarianism & Authoritarianism

In some states, instrumental surveillance fuses with authoritarian intention, creating algorithmic domination.

China

Smart-city grids, social credit scoring, behavioural risk analysis, WeChat surveillance, and “pre-crime” systems create a world where behaviour itself is the site of political obedience.

Russia

GPS-based protest tracking, automated censorship, and IoT-enabled street surveillance anticipate dissent.

Middle East

Pegasus-style spyware, biometric scoring, and smart-city IoT networks capture dissent at inception.

In these states, rebellion is not suppressed—
rebellion is prevented from becoming thought.

unless societies consciously, collectively bend it toward freedom.

VII. Beyond Fatalism: Global Resistances, Democratic Technologies, and Grounded Realities


1. Democratic Pushback: Institutions That Refuse Instrumentarianism

The European Union: The Most Ambitious Legal Resistance in the World

The EU AI Act (2024–25) is the world’s first comprehensive attempt to put hard limits on:
• biometric mass surveillance,
• social credit scoring,
• predictive policing,
• emotion-recognition systems,
• and behavioural manipulation algorithms.

Combined with the GDPR, which has already forced Meta, Google, TikTok and Amazon to change data practices, the EU proves that political will can constrain both Big Tech and the instrumentarian state.

For instance:
• Facial-recognition use in public spaces is now near-banned in major EU countries.
• Algorithmic decision-making in credit, employment, and healthcare is now auditable.
• “Dark patterns” used for behavioural nudging must be disclosed.

This is not a small achievement. It is a global normative counterweight.

A similarly instructive moment occurred in 2021 when the EU Court of Justice struck down blanket data-retention laws in France and Belgium, ruling that indiscriminate mass surveillance violates the essence of democratic citizenship. The ruling forced telecom companies to delete billions of metadata records and compelled both governments to rewrite their surveillance policies.
